Planning Policy Guidance Notes & Planning Policy Statements (England)

Planning Policy Guidance notes (PPGs) and the newer Planning Policy Statements (PPSs) are a series of statements of ministerial guidance covering a range of planning topics. The current list of extant PPGs is set out below along with their date of publication and a brief explanation of their aims.

There are also a series of Regional Planning Guidance (RPGs) Notes (1-13). Guidance Notes on Minerals (MPGs) (1-15); Guidance Notes on Marine Minerals (MMGs) and Planning Circulars.

PLANNING POLICY STATEMENT 1: Delivering Sustainable Development (2005)
PLANNING POLICY STATEMENT 1: Delivering Sustainable Development
PPS1 sets out the Governments overarching planning policies on the delivery of sustainable development through the planning system. This PPS replaces PLanning POlicy Guidance Note 1, General Policies and Principals, published in Febrary 1997.
THE PLANNING SYSTEM: General Principals
Provides a general description of key elements of the planning system, icluding its structure the determination of planning applications and the Secretary of State's role.

PPG2 - Green Belts (January 1995)
States the general intentions of Green Belt policy, including its contribution to sustainable development objectives.
Explains the purpose of including land in Green Belts and the general presumption against inappropriate development within Green belts.

PPG3 - Housing (March 2000)
Introduces a new approach to planning for housing with a central theme of "plan, monitor and manage".

PPG4 - Industrial and Commercial Development and Small Firms (Nov 1992)

Emphasises the importance of a positive and prompt approach towards applications which contribute to national and local economic activity.


PPG5 - Simplified Planning Zones (November 1992)

Explains the working of this special procedure for facilitating development or redevelopment in designated areas by removing the need for a planning application for certain types of development proposal.


PLANNING POLICY STATEMENT 6: Planning for Town Centres

Planning for Town Centres: Guidance on Design and Implementation Tools.

This Planning Policy Statement replaces Revised Planning Policy Guidance Note 6: Town centres and Retail Developments (PPG6, 1996) and subsequent policy statements.




PLANNING POLICY STATEMENT 7: SUSTAINABLE DEVELOPMENT IN RURAL AREAS

Planning Policy Statement 7: Sustainable Development in Rural Areas (August 2004)

This Statement replaces Planning Policy Guidance note (PPG)7. It sets out the Government's planning policies for rural areas, which local authorities should have regard to when preparing local development documents, and when taking planning decisions.

PPG8 - Telecommunications (August 2001)

Gives comprehensive advice on planning aspects of telecommunications development.

Clarifies guidance about the need to ensure that new buildings do not interfere with reception of television or radio signals.
Provides advice about taking account of health considerations in making planning decisions about telecommunications development.

PLANNING POLICY STATEMENT 9: BIODIVERSITY AND GEOLOGICAL CONSERVATION (2005)
PPS9 sets out planning policies on protection of biodiversity and geological conservation through the planning system.

PLANNING POLICY STATEMENT 10: PLANNING FOR SUSTAINABLE WASTE MANAGEMENT

PPS10: Introduction
A new package announced by Government as of 21st July 2005 will help councils deliver the waste management facilities urgently needed to manage waste more effectively.

Planning Policy Statement 10: Planning for Sustainable Waste Management
PPS10 replaces Planning Policy Guidance Note 10, Planning for Waste Management, published in 1999 and forms part of the national waste management plan for the UK.

PLANNING POLICY STATEMENT 11: REGIONAL SPATIAL STRATEGIES

Planning Policy 11: Regional Spatial Strategies
This policy statement sets out the procedural policy on the nature of RSSs and focuses on what should happen in preparing revisions to them and explains how this relates to the Act and associated regulations.

Provides guidance on the context of plans and on the environmental appraisal of plan proposals.

PLANNING POLICY STATEMENT 12: LOCAL DEVELOPMENT FRAMEWORKS

Contains policy advice on how local authorities should integrate transport and land-use planning in ways which reduce the length and number of motorised journeys, encourage alternative means of travel which have less environmental impact and reduce reliance on the private car.

Local Development Framework Monitoring: A Good Practice Guide
This guide aims to explain how the local development framework monitoring requirements of the Act, the Local Planning Regulations, the SEA Regulations and PPS12 can be achieved by local planning authorities.
Sustainability Appraisal of Regional Spatial Strategies and Local Development Frameworks
Guidance on how to carry out a sustainability appraisal for regional spatial strrategy revisions and local development documents.

Describes the comprehensive range of planning enforcement powers available to local planning authorities in Part VII of the Town and Country Planning Act 1990 (as amended by the Planning and Compensation Act 1991);

and gives policy guidance about how these discretionary powers should be used to remedy the most commonly experienced breaches of planning control.


PPG19 - Outdoor Advertisement Control (March 1992)

Covers legislation, the operation of the advertisement control system, criteria for determining advertisement application and appeals.


PPG20 - Coastal Planning (September 1992)
Sets out policy for coastal areas and advice on development that requires a coastal location, as well as guidance on the Heritage Coast.

PPG21 - Tourism (November 1992)

Outlines the economic significance of tourism and its environmental impact, explains how the needs of tourism should be dealt with in development plans and the use of planning powers to regulate and facilitate tourist-related development.


PLANNING POLICY STATEMENT 22: RENEWABLE ENERGY
PPS22 replaces Planning Policy Guidance note (PPG)22. It sets out the Government's planning policies for renewable energy, which planning authorities should have regard to when preparing local development documents and when taking planning decisions.

PLANNING POLICY STATEMENT 23: PLANNING AND POLLUTION CONTROL

Planning Policy Statement 23: Planning and Pollution Control
PPS23 replaces PPG23: Planning and pollution control (1994). It will apply in England. It is intended to complement the new pollution control framework under the Pollution Prevention and Control Act 1999 and the PPC Regulations 2000.

PPG24 - Planning and Noise (September 1994)
Advises on the use of planning powers to minimise the adverse impact of noise;

Introduces the concept of noise exposure categories for residential development.

Explains how flood risk should be considered at all stages of the planning and development process in order to reduce future damage to property and loss of life.
